Salim Swaleh Abdallah, the Director of Press Service at the Office of the Prime Cabinet Secretary, along with five others, will spend the night at Capitol Hill police station pending a court ruling on their potential 14-day detention.
This decision comes as part of an investigation into alleged fraudulent activities.
The Office of the Director of Public Prosecutions (ODPP) has filed an application seeking orders to temporarily detain Abdallah and his co-accused—Otieno Japolo Michael, Terry Kemunto Sese, Daniel Omondi Gogo, John Musundi Wabomba, and James William Mokoha.
The Investigating Officer (IO) informed the court that the six individuals were arrested on Saturday at the Office of the Prime Cabinet Secretary in Nairobi.
They allegedly lured foreign investors to secure a tender for constructing two stadia for the upcoming 2027 Africa Cup of Nations (AFCON) Games, which Kenya, Uganda, and Tanzania will host.

It is alleged that upon entering the office, Swaleh facilitated the investors’ entry, allowing the other respondents to meet with the foreigners.
According to the ODPP, Otieno Japolo Michael allegedly posed as the chairman of the Government Delivery Unit at the Office of the Prime Cabinet Secretary, promising to assist the United Arab Emirates (UAE) national in expediting the tender process.
Prosecution counsel James Gachoka informed the court that the Directorate of Criminal Investigations (DCI) is investigating the offences of conspiracy to commit a felony, attempt to obtain money by false pretence, impersonating a public service employee, and abuse of office. Gachoka urged the court to grant the investigating officer 14 days to complete the investigations before charging the respondents in court.
The ODPP claims that the respondents were to part with Sh5,850,000 as a registration fee before securing the tender.
Senior Principal Magistrate Benmark Ekhubi will rule on the application on Tuesday.
