President William Ruto has appointed Musalia Mudavadi as the Acting Cabinet Secretary for all vacant ministries.
This designation was officially announced in a Gazette Notice by President Ruto, stating that pursuant to Article 152 (5) (a) of the Constitution, Hon. Wycliffe Musalia Mudavadi, E.G.H., will serve as the Acting CS in all vacant ministerial portfolios. The notice was dated July 12, 2024.
Additionally, the President used the notice to officially dismiss the Attorney General and all 21 Cabinet Secretaries, who were fired on July 11 following a Cabinet dissolution.
Mudavadi’s new role is significant, as it involves making crucial decisions required by a Cabinet Secretary, especially in strategic ministries like the National Treasury and the Interior, which necessitate daily executive actions.
The President’s decision comes amidst legal challenges to the sacking of the Attorney General, with arguments that the dismissal was not carried out procedurally.

President Ruto explained his decision to dissolve the Cabinet, stating it was made after thorough reflection and listening to the concerns of the Kenyan people, as well as a comprehensive evaluation of the Cabinet’s performance, achievements, and challenges.
He also mentioned that he will engage in extensive consultations across various sectors and political groups while forming his next Cabinet.
