Duties and Responsibilities
Duties and responsibilities at this level will entail:-
- Providing strategic leadership on formulation and implementation of ASAL policy;
- Coordinating inter-governmental fora and inter-agency collaboration meetings on ASAL;
- Initiating and approving ASAL research agendas and ensuring implementation of research findings;
- Spearheading feasibility studies on ASAL development;
- Providing leadership on monitoring and evaluation of implementation of ASAL programmes and projects;
- Liaising with other Government organizations and stakeholders on resource mobilization and allocation for accelerated ASAL development;
- Validating and approving project proposals and periodic progress reports on ASAL issues;
- Developing and reviewing Arid and Semi-Arid lands policy;
- Initiating legislative framework for ASALs;
- Coordinating implementation of Arid and Semi-Arid lands policy; and Providing policy direction.
For appointment to this grade, a candidate must have:-
- Served for a minimum period of fifteen (15) years, three (3) of which must be at the grade of Assistant Director, Research and Partnership, CSG 7 and above, or in a comparable and relevant position in wider public service;
- A Bachelors Degree in any of the following disciplines: Commerce, Entrepreneurship, Development studies, Business Management, Education, Urban and Regional Planning, Economics, Statistics, Project Planning and Management or equivalent qualification from a university recognized in Kenya.
- A Masters Degree in any of the following disciplines: Commerce, Entrepreneurship, Development studies, Business Management, Education, Urban and Regional Planning, Economics, Statistics, Project Planning and Management or equivalent qualification from a university recognized in Kenya.
- Demonstrated professional competence and managerial capability as reflected in work performance.
- Member of a recognized professional body.
