President William Ruto has nominated Ahmed Issack Hassan, former chair of the Independent Electoral and Boundaries Commission (IEBC), to serve as the new Chairperson of the Independent Policing Oversight Authority (IPOA).
This announcement, delivered in a communiqué by Head of Public Service Felix Koskei on Tuesday, confirmed that Hassan’s nomination has been submitted to Parliament for approval.
Hassan was selected from a pool of eight candidates shortlisted in October following an open call for applications by the IPOA Chairperson Selection Panel.

In addition to Hassan, Ruto has nominated Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi as members of the IPOA board.
Koskei explained that these appointments are part of the President’s mandate to fill vacancies within constitutional commissions and state agencies, based on recommendations from selection panels appointed for this purpose.
The appointments reflect a broader reshuffle across multiple agencies.
President Ruto has also nominated Charles Orinda Dulo as Chairperson of the Commission on Administrative Justice (CAJ), with former Starehe MP Charles Njagua Kanyi and Dorothy Jemator Kimengech nominated as board members.
Sammy Chepkwony is proposed to lead the Salaries and Remuneration Commission (SRC), accompanied by Retired Maj. Gen. Martin Kizito Ong’oyi, Mohamed Aden Abdi, Jane Gatakaa Njage, Leonid Ashindu, Dr. Gilda Odera, and Dr. Geoffrey Apollo Omondi as board nominees.
Further, Ruto has nominated former Isiolo Woman Representative Rehema Dida Jaldesa to chair the National Gender and Equality Commission, with Michael Mbithuka Nzomo nominated as a board member.
Gerald Nyoma Arita has been put forward for the position of Deputy Governor at the Central Bank of Kenya.
